Description

For more than two decades, The Strategy at International Business Park has been one of those buildings that doesn’t chase headlines but continues to stay occupied. Completed in 2002, it was built during the early wave of decentralization when JTC was pushing companies out of the CBD into business parks. The design reflects that era – two office towers, one at six storeys and the other at twelve storeys, linked together by a large, air-conditioned atrium lobby that acts as the main spine of the development. It’s not a trophy building, but it was built to last and to be practical for large occupiers.

What really defines The Strategy is its sheer floor plate. Each typical floor offers around 38,000 sq ft of contiguous space, which is rare even by today’s business park standards where many new projects are pushing smaller, strata-sized units. For companies, that size means they can place an entire department or even a regional headquarters function on a single level without having to fragment teams across multiple floors. The net lettable area for the whole development is about 575,291 sq ft, making it one of the larger assets within IBP and giving it economies of scale that smaller buildings don’t have.

Spec-wise, it’s straightforward. Raised floors, false ceilings, centralized air-conditioning, and high-speed lifts. No smart glass or fancy lobby art. The building was designed for companies that need space to work, not to impress visitors. The atrium lobby is the centre of it. According to brokers who market the building, it was designed to link both towers and improve circulation. In practice, it also doubles as a meeting point and light well.

Ownership history tells a bigger story about institutional appetite for decentralized offices. For many years, The Strategy was held under Mapletree Industrial Trust, a Singapore-listed REIT sponsored by Mapletree Investments, which is in turn owned by Temasek. In May 2025, MIT announced it would divest three assets – The Strategy, The Synergy, and the Woodlands Central cluster – to Brookfield Asset Management for S$535.3 million. The deal marked Brookfield’s first entry into Singapore and was completed in the third quarter of 2025, at a 2.6 percent premium to independent valuation.

For a 23-year-old building, it still sees steady interest. Agents attribute that to its regular layout and ability to be reconfigured – something older CBD buildings often struggle with.

The Strategy Location

The Strategy_location

The Strategy sits at 2 International Business Park, Singapore 609930, in District 22. The address places it in the heart of IBP, Singapore’s first business park developed by JTC.

Connectivity has been its long-standing draw. Jurong East MRT – an interchange for the East-West and North-South lines – is the nearest station. From there, shuttle buses and public buses 52, 105 and 999 run through the park. Drivers get direct access to AYE and PIE.

More importantly, it sits right next to the Jurong Lake District. The government has earmarked the district as the second CBD, with new homes, offices and transport lines planned. For tenants in IBP, that proximity is now being seen as an upside rather than a fringe location.

The Strategy Nearby Amenities

The area around IBP is fully built up. JEM, Westgate, IMM and Big Box are all within a short drive. Most office workers head there for lunch meetings or after-work errands. Closer to the building, there is an on-site food court that serves the lunch crowd at business park prices. Supermarkets such as FairPrice Xtra at JEM, Giant, Don Don Donki and Cold Storage are also nearby, along with 7-Eleven outlets.

Healthcare and schools are within reach as well. Ng Teng Fong General Hospital and Jurong Community Hospital serve the west, while clinics like Raffles Medical operate in the malls. Schools including Dulwich College Singapore, Fuhua Primary and Yuhua Primary are located in the surrounding estates.

End-User and Investor Future-Ready Asset

For end-users, flexibility is the key word. The 38,000 sq ft floor plate allows companies to set up hybrid workplaces – collaboration zones, focus rooms, open desking – all on one level. A property agent who recently closed a deal there said, “They wanted one floor, not three. Here they can do it.”

From an investor standpoint, the asset is viewed as a stable, income-driven play. Business park rents in the west are typically 30 to 40 per cent lower than CBD, which keeps demand steady. Occupancy at The Strategy has remained high through cycles, brokers said.

The sale to Brookfield in 2025 – S$535.3 million for The Strategy, The Synergy and a Woodlands Central cluster – was seen as a vote of confidence. The price was a 2.6 per cent premium to valuation, according to Mapletree Industrial Trust’s announcement then.

On the sustainability front, the building has room to be upgraded. Its centralised systems and large atrium give it a base to pursue green certifications, which more MNC tenants now require as part of their ESG commitments. For both occupiers and landlords, that could be critical in the next five years.
